I facilitate performance evaluation processes for city managers, general managers, city attorneys, chief executive officers and general counsels in local government agencies and non-profit organizations. My approach uses anonymous, one-on-one interviews with city councils and governing boards to ensure that all members have an equal opportunity to provide feedback on their executive’s performance. This process provides rich, useful information to the executive, while allowing the council or board to see a “big picture” view of his or her performance. With a focus on defining measurable goals, the performance evaluation results in clear direction and a roadmap for the executive’s success.
I have been facilitating for over four years now. I started as a consultant with Management Partners in 2020 and had the opportunity to learn the facilitated performance evaluation process from one of the pioneers of this approach, Jan Perkins. After nearly 3 1/2 years working for consulting firms, I started my own consultancy in 2023. My business focuses almost exclusively on performance evaluations, although I also do some professional coaching for city managers. As a sole proprietor business, I perform all of the work associated with the performance evaluation, including conducting interviews, preparing summaries and presentations of feedback, and facilitating closed sessions.
My experience spans more than 60 facilitations, including more than 40 city manager processes, 8 city attorney or general counsels, and 11 other agencies, including special districts, joint powers authorities, a statewide lobbying organization, a school district, and a credit union. Most of my clients have been in California, but I have also facilitated for cities in Oregon and Missouri. I have a number of clients who have retained me over several consecutive years.
